City/regional level direct rebate program for purchase/lease of Plug-ins

Examples:

Sacramento, CA: The Sacramento Emergency Clean Air and Transportation Program awards awards grants to encourage the replacement of older heavy-duty diesel vehicles/engines with zero-/very low-emission vehicles or covered engines. Implementation of practical, low-emission retrofit technologies, repower options, advanced technologies, and low sulfur diesel or alternative fuel mixtures for covered engines and vehicles is considered for award.

Texas: A $4000 PHEV rebate is being proposed by the Texas Commission on Environmental Quality  (as of 03/20/2009) for vehicles with a 4kwhr battery minimum. The TCEQ will plan to phase out rebates as market saturation occurs “consistent with federal regulations, if any”. Manufacturers must provide list of eligible vehicles to the TCEQ who will make this list available to dealers.

San Joaquin Valley, CA:  The REMOVE II Program provides incentives for the purchase of low-emission passenger vehicles, light-duty trucks, small buses, and trucks under 14,000 pounds Gross Vehicle Weight Rating. The program pays between $1,000 and $3,000 per vehicle depending on the emission certification level and size of the vehicle.
